URUGUAY:
Saving summer season. The economy minister, Danilo Astori, introduced a range of measures on 29 December to encourage foreign tourists to visit Uruguay, out of concern that protest actions against the Botnia pulp mill will deter Argentines from spending the summer holidays in the country. The measures, which will remain in force from 15 January to 28 February, smack of desperation. They include: the provision of coupons for 30 litres of petrol which can be redeemed in Ancap petrol stations; the reimbursement of 9% of VAT on credit card purchases; and the acceptance of toll receipts in supermarkets.
