Development: On 6 October Cuba's economy minister, José Luis Rodríguez, told reporters that the country is not going to fall into “a desperate situation" due to the destruction caused by hurricanes Gustav and Ike on 30 August and 7-9 September, respectively.
Significance: Rodríguez's attempt to calm the population could be interpreted as the first official recognition of the widespread fear of hunger on the island, and the realization on the part of the government that the situation - both economically and politically - could easily slip from its hands if it fails to take action immediately.
