MERCOSUR: Argentina victorious but Mercosur loses out

Venezuela's President Hugo Chávez departed from the two-day Mercosur summit in Rio de Janeiro on 19 January claiming that members had taken a step forward on integration. His optimism was belied by a ruling by the International Court of Justice at The Hague days later rejecting a request by Uruguay for Argentina to break up or end the periodic blocking of the three bridges across the River Uruguay.
