Andean head focuses on climate change

The new secretary general of the Andean Community (CAN), Freddy Ehlers, was sworn in on 22 February. Ehlers devoted a surprisingly large chunk of his inaugural speech to discussing climate change. He said that there was no more pressing issue right now and that the Andean region had "the enormous responsibility of writing the better part of humanity's future". His remarks were striking as they coincided with Bolivia's President Evo Morales blaming the developed world for the devastating floods in the eastern department of Beni.
