Security minister Genaro García Luna said on 25 April that drug gangs in Mexico were imitating Islamic terrorist organisation al-Qaida. García Luna was speaking after holding talks with the security committee in the lower chamber of congress. On 26 April, after we go to press, the defence minister, Guillermo Galván Galván, will discuss the progress of the government's offensives against the drug trade with congress. García Luna's claim that the three narco gangs which dominate organised crime in Mexico are using terror techniques learnt from al-Qaida is the latest evidence that the government believes that it is fighting a full-scale war against organised
crime.
