Venezuela accused the US before the permanent council of the OAS on 25 April of harbouring Luis Posada Carriles, an anti-Castro militant and former CIA agent. Posada had been held in custody in Texas since May 2005 for illegal entry into the US before being released on bail last week pending a trial on 11 May for immigration fraud. Both Venezuela and Cuba want Posada extradited for the 1976 bombing of a Cuban airliner, which killed 73 people, and a string of hotel bombings in Havana in 1997 and 1998.
