President Rafael Correa celebrated the completion of his first 100 days in power by unveiling a new state policy: Plan Ecuador, the Correa administration's response to the US counter-insurgency and counter-narcotics initiative Plan Colombia. Correa stressed on numerous occasions that Plan Ecuador was not a military response but rather would adhere to humanitarian principles which he strongly implied had been neglected under Plan Colombia. He also promised, while appealing for international assistance, to protect the 250,000 displaced Colombians in the border provinces. Correa has not suddenly gone soft, however. He remains irrevocably opposed to the spraying of coca crops with
