Development: On 22 February the governor of the central state of Lara, Henri Falcón, published an open letter to President Hugo Chávez in which he lamented the lack of communication between the president and regional leaders. Falcón quit Chávez 's ruling Partido Unido Socialista de Venezuela (PSUV) and defected to the small allied leftwing party, Patria Para Todos (PPT).
