COSTA RICA: Opposition vows to block Cafta-DR

The main opposition Partido Acción Ciudadana (PAC) has warned the government that even if it fails in its attempt to block Cafta-DR in a referendum on the issue on 7 October it will fight on by opposing a package of 13 essential reforms that would complement the trade treaty with the US. Without these reforms, which include controversial issues such as opening the state telecommunications and insurance monopolies to competition, Cafta-DR will be "useless", the minister of the presidency, Ricardo Arias, said.
