Proposals regarding the constitutional changes to Nicaragua's style of government and the establishment of a parliamentary system were formalised in discussions last week between Nicaragua's President Daniel Ortega and the secretary-general of the Organization of American States (OAS), José Miguel Insulza. Critics warn that the new system would merely provide a smokescreen for the continuance of the power-sharing pact between the ruling Frente Sandinista Liberación Nacional (FSLN) and the opposition Partido Liberal Constitucionalista (PLC) - or more specifically Ortega and ex-president Arnoldo Alemán.
