Development: On 27 July the former Uruguayan president Luis Alberto Lacalle, of the Partido Nacional (Blancos), and Senator Juan Pedro Bordaberry, leader of the Partido Colorado, launched a one-day campaign to gather 200,000 of the 250,000 signatures needed to call for a national referendum (in 2014) to consult citizens on a proposal to lower the age of legal responsibility for minors.
