IHRC. Haiti’s president, Michel Martelly, has provided more clarity as to his vision for the Interim Haiti Recovery Commission (IHRC), which is tasked with coordinating and deploying resources and support from international donors for reconstruction efforts. Having upset the international community with his questions as to the efficacy of the IHRC, which is co-chaired by former US President Bill Clinton (also the UN special envoy to Haiti) and caretaker Prime Minister Jean-Max Bellerive (in the absence of a replacement), Martelly requested a year-long extension of the panel’s mandate, which is due to expire in October 2011. This is, however, dependent on approval by Haiti’s opposition-led legislature, with which Martelly has been in political deadlock since taking office in May. He also appointed Ann Valerie Timothee Milfort, previously chief of staff at the Ministry of Women’s Affairs, as interim executive director, as well as six new board members to replace outgoing members from the previous administration. Martelly’s request for the extension comes amid continued domestic and international criticism about the progress of recovery efforts. Of the US$3.2bn approved so far, only five projects, worth about US$84m, have been completed.
