President Daniel Ortega threatened to rule "by decree" this week unless the legislative assembly approved the citizen power councils (CPCs) bill as he sent it. The assembly voted to sever links between the CPCs and the executive on 21 November. This meant that the CPCs would constitute nothing more than a component of the party structure of the ruling Frente Sandinista de Liberación Nacional (FSLN), receiving neither state funding nor exercising any influence over ministries or other government institutions as Ortega had hoped [WR-07-46].
