COSTA RICA: Arias signs Cafta-DR into law

President Oscar Arias signed into law the Cafta-DR trade treaty with the US last week and appealed to the opposition to approve the 13 reforms, known as the "implementation agenda", to complement it. The legislative assembly approved the first reform - protecting the representatives of foreign firms - on 27 November by 32 votes to 11, with 10 of the nays drawn from the ranks of the main opposition Partido Acción Ciudadana (PAC). Thirteen legislators, again principally from the PAC, did not attend the session.
