URUGUAY: Mujica moves to regain momentum

President José Mujica wasted no time in trying to demonstrate that he is in charge. Days after the political debacle surrounding the failure of his ruling Frente Amplio (FA) to push through congress a bill to strike down the amnesty law [WR-11-21], Mujica announced his determination to increase taxes on rural estates of more than 2,000 hectares and to use the proceeds to improve Uruguay's creaking infrastructure. The trouble is it looks like an improvised attempt to regain the initiative.
