MEXICO: Gangsters kill Tecate police chief

Gangsters killed Tecate's chief of police operations on his third day in the job on 4 December. There is a clear political angle to the killing. Tecate was one of the cities won by the Partido Acción Nacional (PAN) from the Partido Revolucionario Institucional (PRI) in the Baja California state elections in August. The new mayor, Donaldo Peñalosa Avila, took office on 1 December. Almost the first act of the new administration was to find a tunnel in Tecate which was used, almost certainly, to take drugs from Baja California into the US. The policeman who led the operation to investigate the tunnel was José Juan Soriano Pereira, who was gunned down on 4 December.
