Unesco delivered a broadly optimistic assessment of the region's
progression towards the goal of basic education for all by 2015 set during the
Dakar forum in 2000. At the halfway stage, the answer to the question posed by
Unesco in the title of the report - "Will we make it?" - is no, but
there have been appreciable improvements in most countries. The report, which
was presented in Santiago, highlights three main concerns: literacy for adults,
pre-school education and primary school education. Only Cuba and Barbados make
the top grade. Argentina, Chile, Mexico, The Bahamas and Trinidad & Tobago
