CENTRAL AMERICA: Region hails "historic" security summit; doubts persist

Central American leaders trumpeted it as an historic step forward in regional efforts to combat the twin evils of organised crime and narcotics trafficking. Yet the long-awaited Central American Integration System (SICA) security summit held in Guatemala City on 22-23 June raised more questions than it answered. While it yielded more than US$1bn in international pledges - an indication of the scale of concern regarding the security crisis afflicting the region - there was little clarity as to how the strategy, which is based on the four planks of prevention, combating crime, rehabilitation & reintegration and institutional strengthening, was to be implemented.
