CHILE : Piñera on the back foot

President Sebastián Piñera is struggling to confront the second serious wave of protests in the last couple of months which is progressively undermining his government's authority. First the streets of central Santiago reverberated with the sound of tens of thousands of protesters demonstrating against the government's imminent approval of the construction of the controversial mega hydroelectric dam HidroAysén in Chilean Patagonia [WR-11-21]. Then, once a week over the last month tens of thousands of students have demonstrated against higher education reforms. The Piñera administration, desperate to be seen to be adopting a consensual approach, has looked very uncertain about how to deal with the protests.
