President-elect Ollanta Humala travelled to Washington for talks with
the US Secretary of State, Hillary Clinton, on 6 July. He also had an
unscheduled meeting with US President Barack Obama, who dropped in to greet him
while he was holding talks with the US national security adviser, Tom Donilon.
The gesture was very much appreciated by Humala, according to his spokesman, and
suggests that the US is determined to start a potentially awkward relationship
on the right footing. Only last week the UN Office on Drugs and Crime (UNODC)
released its annual drug report in which it indicated that Peru was poised to
displace Colombia as the world's largest producer of coca imminently. Humala has
promised to cooperate fully with the US in tackling drug-trafficking, but he has
been more reticent in discussing coca eradication as coca producers form part of
