President Alan García appointed Antero Flores Aráoz, a former president
of the conservative Partido Popular Cristiano (PPC), as his new defence minister
in late December. The appointment of Flores Aráoz, one of six cabinet changes,
was a clear statement of intent and political direction. With the trial of
former president Alberto Fujimori in full swing, García hopes to obviate the
need for support from the Fujimorista bloc, Alianza para el Futuro, in congress
by securing more-consistent support from the Unidad Nacional (UN) coalition, of
