BRAZIL: Coalition digs its heels in as Rousseff’s ratings slide

It has been yet another messy week in Brasília, amid fresh ministerial corruption scandals, this time affecting the agriculture and tourism ministries. President Dilma Rousseff is having to concentrate all of her daily energies on crisis management (when it is clear she would much rather be designing policies to cushion Brazil from the looming global economic crisis). Governability in congress is now at risk, and with the public mood shifting away from the new government Rousseff has reached a critical low point in her first year.
