PARAGUAY: Lugo keeps dreaming

President Fernando Lugo marked his third anniversary in power on 15 August with a somewhat downbeat if not defeatist speech. In a message to the country a year and a day earlier, Lugo revealed that he had been diagnosed with a lymphoma but that he would battle the illness, which he said was “controllable and reversible”. The same cannot be said for the opposition-dominated congress, which he has fought but which he appears to have conceded can be neither controlled nor reversed in terms of its determination to thwart his efforts to raise more revenue to extend social programmes and to increase his support among poorer, marginalised Paraguayans.
