Significance: The court’s unanimous decision to extradite Portillo firmly ended Portillo’s legal challenge of a previous court order since he cannot appeal the CC’s ruling. President Alvaro Colom has to ratify the court’s decision before a date is set for Portillo’s extradition to New York State, where he faces charges for his alleged laundering of US$70m. Portillo’s prosecution in the US would be a symbolic victory for the UN-backed International Commission against Impunity in Guatemala (Cicig), which in May was dealt one of the biggest blows since its establishment in 2007 when Portillo and
two of his ministers were acquitted of corruption.
