PERU: A good start

President Ollanta Humala has got his administration off to a solid start. Perhaps the most telling aspect of his first month is his government’s calm and effective management of congress. Congress’s decision on 23 August to pass, unanimously, a law which gave indigenous groups the right to be consulted and then approve developments that affected them is a case in point.
