COLOMBIA: Bacrims as a threat to the elections

Colombia’s forthcoming departmental and municipal elections, due on 30 October, will be ‘the first test of how democratic institutions under the government of President Juan Manuel Santos cope with the growing power of new illegal armed groups and paramilitary successors [...] now acknowledged as the country’s biggest security threat.’ This challenge is highlighted in a study recently published by the Brussels-based International Crisis Group (ICG).
