It seems inconceivable but Uruguay actually considered war scenarios with Argentina when the dispute over the construction of a pulp mill on its side of the shared River Uruguay reached fever-pitch in 2007. This remarkably candid confession by former president Tabaré Vázquez (2005-2010) on 11 October triggered a flurry of comment.
