PARAGUAY: Land reform – still pending

With a population density of just 14.2/km², Paraguay is a thinly populated country, with vast amounts of land still largely underused. Yet for decades it has suffered from chronic land dispute problems, with the state caught between a powerful oligarchy of landowners and small farmers and landless peasants that persistently clamour for a comprehensive agrarian reform. Fernando Lugo is but the latest president to take office on a promise of land reform, only to disappoint his supporters.
