It is a sign of the political pre-eminence of President Rafael Correa in Ecuador that a broadcast he made at the weekend on family planning attracted far more attention than an announcement by the presidential judicial secretary Alexis Mera that the entire cabinet had tendered its resignation and that a new one would be unveiled by Correa shortly.
