Morales backtracks on Tipnis

It was only a matter of time following his first electoral defeat since taking office in January 2006. Bolivia’s President Evo Morales this week promulgated a new law that definitively prohibits the construction of a road through an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis). Signifying the second key policy U-turn by the ruling Movimiento al Socialismo (MAS) government under pressure from its radical support base, following last year’s gasolinazo [WR-11-01], Morales’ announcement of the new law pre-empted a meeting with indigenous protesters whose 1,500-strong march finally arrived in the capital after more than two months to a heroes’ reception.
