The government of President Cristina Fernández is facing its first
serious protest action. All four farming unions - Confederaciones Rurales,
Federación Agraria, Coninagro and Sociedad Rural - united on 13 March to stage
a joint strike (for the first time since Carlos Menem was in power) and a
nationwide halt to the trade of agricultural produce. They are refusing to back
down unless the economy minister, Martín Lousteau, reverses a sharp tax
increase on soya and sunflower seed products announced last week. The unions
claim that Lousteau's new sliding scale -taxes will fluctuate in line with
export values - is tantamount to confiscation and unfairly penalises the
