The mayor of an important municipality in northern Michoacán was gunned down on 2 November, a public holiday. The killing has major political implications. Michoacán goes to the polls on 13 November to elect a new governor, state congress, and 113 mayors. The elections are important for three reasons. Firstly, they are the last major test of public opinion before the general elections on 1 July 2012. Secondly, Michoacán is one of the few states in which each of the three major national parties has a more or less equal chance of winning. Thirdly, the Partido Acción Nacional (PAN) is running President Felipe Calderón Hinojosa’s sister, Luisa María, as its candidate for governor.
