HAITI: Minustah shrinks its strength, Martelly insists with army

The UN Security Council (UNSC) has, as expected, decided to start reducing the strength of United Nations Stabilisation Mission in Haiti (Minustah). President Michel Martelly has reiterated his intention to reverse by decree the dissolution of the army, an event which now has a firm date: 18 November — but Minustah says this will require a new agreement with the UN. There is talk that in the mean time, Martelly will be conducting a reshuffle of the upper echelons of the national police.
