Vázquez on fears of war. Former Uruguayan president Tabaré Vázquez (2005-2010) caused an uproar on 12 October when he told an audience of students that he had considered the possibility of an armed conflict with Argentina at the height of the dispute over the Botnia (now UPM) pulp mill on the Uruguay River. He recalled that he had ordered the army to set up a defensive perimeter around the plant after environmentalists announced that they would be marching into Uruguay, some of them talking about blowing up the plant, and after Greenpeace activists had thrown a coastguard officer into the river.
