COSTA RICA: Budget approved but fiscal reform nixed

On 27 November Costa Rica’s opposition-controlled national assembly approved the budget for 2012 by 23 votes to 20. For the first time since 1957 the final approved budget plan reflects the will of the opposition, which controls congress, rather than the ruling party. The opposition cut the government’s original CR$5,872bn (US$11.8bn) budget proposal by CR$25bn (US$50m).
