BOLIVIA: Why the deal with Brazil & US remains unsigned

After three years of estrangement, in early November diplomatic relations between Bolivia and the US appeared to be on the mend, but by the end of the month it was clear that Bolivian apprehension about US intentions remained acute enough to prevent — for the fifth time running — the signing of a trilateral cooperation agreement, with Brazil as a third party, to monitor coca eradication in Bolivia and pinpoint illegal coca plantations.
