From secret police to intelligence agency. On 30 October President Juan Manuel Santos announced the dissolution of the Departamento Administrativo de Seguridad (DAS). the wide-scope secret police agency that combined the functions of intelligence, counter-intelligence, judicial police, border and migration control and vetting people for criminal records. Four days later he announced the creation of a new intelligence and counter-intelligence agency, the Dirección Nacional de Inteligencia (DNI), which will shed all other functions and all but 8% of the 5,000 DAS personnel. As the first chief of the DNI he appointed retired Admiral Álvaro Echandía Durán, former commander of the navy.
