BRAZIL: Second phase of favela ‘pacification’ has begun
On 3 November the government of Rio de Janeiro state established its 18th ‘police pacification unit’ (UPP) in the Complexo de Mangueira, which completed the perimeter of ‘pacified’ favelas around the Maracanã stadium, where the final of the 2014 FIFA World Cup will be played. As this was happening, the first of several probes was staged in the huge Rocinha district as prelude to the occupation that takes the drive against the favela drug gangs into the south of the city.
