PARAGUAY: EPP responds to state of ‘exception’ with attacks

Just two weeks after President Fernando Lugo promulgated a law establishing a new 60-day state of ‘exception’ in the northern departments of San Pedro and Concepción to launch another drive against the guerrillas of the Ejército del Pueblo Paraguayo (EPP), the EPP staged two successive attacks in Concepción. The special combined army-police unit announced by interior minister Carlos Filizzola had not yet been deployed in the area. Police believe they have found indications that the EPP has been recruiting new members.
