BRAZIL: Who judges the judges?

Quis custodiet ipsos custodies? Several Brazilian editorials mulled over that question in late 2011 after the supreme court ordered the National Council of Justice (CNJ) to stand down from its efforts to root out what former president Fernando Henrique Cardoso (1992-2002) has branded “systemic corruption” in Brazil’s institutions of power, including the judiciary.
