Equivocation and contradictions by highly placed government officials were the hallmark of the debate in Bolivia on two key drug-related issues: whether foreign drug-trafficking organizations (DTOs) have set up shop in the country, and whether the government of President Evo Morales is finally going to change the law in order to raise the ceiling on coca cultivation.
