Defence minister Andrés Allamand managed to ruffle feathers among nationalists in both Peru and Bolivia with statements made in an interview published on 11 December by the newspaper La Tercera and, predictably, cited selectively for impact by news agencies. The headline version was that Allamand did not rule out armed conflict with either or both of Chile’s northern neighbours.
