Development: On 7 February Bolivia’s 36-member senate approved a draft bill to carry out a local referendum among residents of an indigenous territory (Tioc) and national park, Isiboro Sécure (Tipnis), to decide whether the territory should be declared ‘untouchable’ and whether a proposed new road through the area should go ahead.
