The International Drug Control System is under threat. The warning was issued on 28 February by Hamid Ghodse, the president of the International Narcotics Control Board (INCB), on occasion of the presentation of the INCB’s 2011 report. Heading the list of threats mentioned by Ghodse is the growing call for the legalisation of drugs. Next comes Bolivia’s decision to denounce the Single Convention on Narcotic Drugs over the body’s refusal to countenance its stance on the traditional usage of coca and, finally, the fact that in federal systems local legislation can go against international anti-drugs conventions.
