The recent high profile murders of two journalists in El Alto, Bolivia’s fourth largest city (see next page), and protests calling for improved citizen security served as the latest reminder of what has emerged as a major priority for the government of President Evo Morales. With the first ever survey on crime by the Morales government, published in January, revealing that insecurity and delinquency top the list of public concerns, the protests in El Alto prompted Bolivia’s attorney general, Mario Uribe, to demand the immediate revision of both the criminal code and the code of criminal procedure. That Morales is taking it seriously is reflected in recent high-level meetings as well as efforts underway to draw up a draft law on citizen security.
