PERU : Humala confronts challenge of illegal miners

Illegal miners are damaging the environment and encouraging the presence of mafias and gold barons involved in organised crime in Peru’s south-eastern region of Madre de Dios. This was the response of the interior minister, Daniel Lozada, when he was dragged before congress last week after three people were killed, more than 40 injured and 60 arrests made as miners in Madre de Dios clashed with the police. Rewind two years and very similar protests elicited an all-but-identical response from then-president Alan García (2006-2011). The administration of President Ollanta Humala brokered an accord with the largest group of informal miners in the area, Fedemin, this week but questions are starting to be raised over how far either Humala’s style or substance really differ from that of García.
