El Salvador | CSJ admits appeal against top security officials. On 26 March, El Salvador’s supreme court constitutional chamber admitted an appeal of unconstitutionality against the appointment by President Mauricio Funes of two former military men, David Munguía Payés and Francisco Salinas, to respectively head up the justice & public security ministry and the national police (PNC). The appeal was first presented last month by civil society representatives including Iniciativa Social para la Democracia and La Fundación de Estudios para la Aplicación del Derecho.
