‘Unprecedented military cooperation’. On 6 March General Charles Jacoby Jr, head of the US Northern Command (Northcom), told the representatives of the House Armed Services Committee, ‘The military-to-military relationship between the United States and Mexico has advanced to unprecedented levels of coordination [...] While our Mexican colleagues share information about fighting TCOs [transnational criminal organisations], as well as their expertise in providing humanitarian assistance and disaster response, we share our experiences in asymmetric conflict, to include intelligence-driven operations, law of land warfare, whole-of-government solutions and rule of law challenges. In addition, we have shared mutual perspectives on how to incorporate a whole-of-nation approach.’
