HONDURAS: Lobo leans towards a permanent military-security role

On 19 March the government led by President Porfirio Lobo extended for another 90 days a public security emergency decree giving the Honduran military broad policing powers. The decree was first declared in November 2011. Days later, on 22 March, the president proposed a constitutional reform to give the military permanent policing powers.
