Over the past six years, after Bolivia’s newfound gas wealth acted as a trigger for a power contest between Brazil and Venezuela — the former for economic reasons, the latter for ideological ones — Latin America has witnessed a series of realignments with energy sources at their heart, and substantial changes in the resource bases of individual countries. This report focuses mainly on the outcome of the contest in the core Venezuela-Bolivia-Brazil triangle and its outward ramifications — but begins by drawing attention to two possible game-changers: Colombia and Cuba
